    (BY) NEW AT NOON -- THE PRESIDENT OF THE NAVAL WAR COLLEGE IS STEPPING DOWN. THE ASSOCIATED PRESS REPORTS REAR ADMIRAL JEFFREY HAWLEY MADE THE ANNOUNCEMENT IN A CAMPUS-WIDE E-MAIL, SAYING IT WAS BECAUSE OF DISTRACTIONS CAUSED BY WHAT HE CALLS THE A-P'S "UNFOUNDED" ARTICLE LAST FRIDAY. THAT ARTICLE REPORTED THE NAVY WAS INVESTIGATING HAWLEY FOR ALLEGATIONS OF INAPPROPRIATE BEHAVIOR AND EXCESSIVE SPENDING.
